Independent Network of the Year is awarded to the Network, not affiliated with a Holding Company, whose agencies garner the most points overall for winning entries (Pencils, Merits, Special Awards).

In order to receive points for the Independent Network rankings, an agency network must meet the following:
- Network must have an agency credited under the Primary Agency listing on the specific award win. The agency must also be credited under one of these credit types:
Agency, Design Firm, Digital Agency, Media Agency, PR / Marketing Agency
When multiple agency networks meet the above requirements on the same award win, the points for that win are equally divided among those networks.
MULTIPLE AWARDS WITHIN DISCIPLINES
If the same piece of work won multiple awards within a single Discipline or in multiple Disciplines, the points for all award wins were counted towards the rankings.
